These emissions come from the combustion of fuel (e.g. natural gas) in residential, commercial and institutional buildings and facilities, and manufacturing industries and construction. This sector also includes fugitive emissions, which typically occur during extraction, transformation, and transportation of primary fossil fuels, these are often referred to as Scope 3 emissions. This source includes network supplied gas only and does not include emissions from bottled gas. National and state level emissions factors are sourced from the National Greenhouse Accounts Factors.
Residential For select councils in New South Wales local Tier 2 data is used, this is sourced from the gas network providers. For all other municipalities residential gas emissions are modelled by scaling state level data to municipality using factors such as population and gas network availability.
Commercial
All municipalities use modelled Tier 1 data scaled from the state level to the municipality using factors such as the number of commercial jobs and gas network availability.
Industrial
State level data is scaled to the municipality using factors such as industrial jobs. In addition, where a municipality has large emitters which report to the National Greenhouse and Energy Reporting scheme (NGERs) or the Safeguard Mechanism, this emissions data is now incorporated.
