Why do different states use different methods?

Different states have different types of data available. In turn, different data sets require different methods to convert raw activity data to local scale emissions. This results in a different approach being employed for different states. For example, activity data such as electricity consumption is not consistently collected or made available across the different states and territories. For some sectors such as residential electricity, data is available at postcode or municipality level in some states and only at the state level in others.
